The Government of India's high-denomination notes of this period were issued from specific currency circles — Bombay, Calcutta, Lahore — with the place of payment printed on each note and the Controller's signature varying by both location and tenure. Taylor and Kelly held the position of Controller of the Currency in succession, which is why both names appear across all three circles; a note signed Kelly at Lahore is from a meaningfully later issue window than one signed Taylor at Bombay.

At 1000 Rupees, these circulated almost exclusively in banking and government transfer transactions. Retail survival rates are low, and Lahore-circle examples became particularly difficult to repatriate after Partition in 1947.
