The Vladikavkaz Railway Company was one of several private and quasi-public enterprises in southern Russia that began issuing their own currency during the Civil War when Bolshevik disruption of supply lines made Kerensky notes and other recognized currency effectively unavailable in sufficient quantities. Railway companies occupied an unusual position in this chaos — they controlled physical infrastructure across contested territory and had enough institutional weight to make their scrip credible to workers and local merchants who had no practical alternative.
The 1000-rouble denomination places this note among the higher-value emergency issues of 1919, by which point rampant inflation had already rendered smaller denominations nearly pointless for significant transactions. The Vladikavkaz line ran through the North Caucasus, a region that changed hands repeatedly between White, Red, and various nationalist forces throughout 1919.
