| 裏面の説明 | The mirror-polished field carries an elaborate high-relief composition centered on an open scroll inscribed «ПОЛОЖЕНИЕ О ГУБЕРНСКИХ И УЕЗДНЫХ ЗЕМСКИХ УЧРЕЖДЕНИЯХ» (STATUTE OF THE PROVINCIAL AND DISTRICT ZEMSTVO INSTITUTIONS), dated «1 января 1864 г.» (January 1, 1864), and bearing the cursive signature of Emperor Alexander II alongside a goose quill. Surrounding the scroll, a richly detailed allegory of zemstvo self-government unfolds: the seal of a conciliator, a zemstvo doctor's badge, a postage stamp, official documents, and the figures of a ploughman, schoolchildren, and bureaucrats are rendered in fine relief. Symbols of justice — a classical column — and of commerce — the caduceus of Mercury — appear among the compositional elements. Along the lower rim, the commemorative inscription «150 ЛЕТ ЭПОХЕ ВЕЛИКИХ РЕФОРМ» (150 YEARS OF THE ERA OF THE GREAT REFORMS) is engraved in relief lettering. |
