The Perm City Society was one of dozens of municipal and cooperative bodies across the collapsing Russian Empire that issued emergency scrip in 1917 as the Provisional Government's monetary authority disintegrated and Romanov-era coins vanished into hoarding. These local instruments filled a genuine transactional void — federal supply of small-denomination notes had broken down entirely by mid-year, and Perm, as a significant industrial and administrative center in the Urals, could not wait for Petrograd to solve the problem.

At 1000 Roubles, this is not a small-change stopgap but a high-value issuance, placing it in a different category from the kopek-denomination city tokens more commonly associated with the period's municipal scrip.
