The Supreme Administration of the Northern Region — the so-called Chaikovskiy Government, named for the Socialist Revolutionary Nikolai Chaikovskiy — controlled Arkhangelsk briefly under Allied protection following the 1918 intervention. This note was issued against that backdrop of extreme political instability, with the administration dependent on British military and financial support for its very survival.
The perforation is the cataloguing key here. Perforated examples of S183 were cancelled — typically punched through before or after the government's collapse in early 1920 — distinguishing them from notes that entered genuine circulation. Finding one in unperforated condition tells a different story entirely.
