The Supreme Administration of the Northern Region — the Chaikovskiy Government, named for the Socialist Revolutionary Nikolai Chaikovsky — controlled Arkhangelsk from August 1918 under Allied occupation and issued this series to fund administration in a territory that had effectively seceded from both Bolshevik Russia and the White movement in the south. The perforation cancellation on P#S182 is the defining feature: notes were officially voided when the Allied withdrawal in 1919–1920 made the government's collapse inevitable, and perforated survivors represent the tail end of that process.
The issuing authority ceased to exist in February 1920 when Red Army forces retook Arkhangelsk.
