This note was issued by the Nizhny Novgorod Aircraft Plant — a Soviet-era defense enterprise that, like many Russian industrial giants, turned to producing its own scrip during the turbulent 1990s and continued issuing commemorative factory notes well into the 2000s as a form of institutional identity advertising rather than functional currency. By 2007 the practice was purely ceremonial; no such token had genuine purchasing power in any meaningful sense.

The polymer substrate is unusual for Russian factory scrip, which typically ran on standard paper stock. Whoever commissioned this had a specific interest in longevity.
