| Obverse description | Predominantly text-based design printed in rose-pink and black on white paper, with a central body of Cyrillic text setting out the terms of the obligation, dated 15 February 1919. A diamond-shaped ornamental vignette appears at left centre, flanked by the denomination numeral '1000' in tall gothic-style figures; a matching ornamental device is placed at right. Three manuscript signatures of issuing officials appear in the lower portion of the note, above a further printed Cyrillic attestation line and a cashier's countersignature, with the serial number in the lower left field. French and English denomination legends run vertically along the left and right margins respectively. |

The Provisional Government of the Northern Region was established at Arkhangelsk in August 1918 following the Allied intervention — British and American troops had landed that month, and the anti-Bolshevik administration existed almost entirely because of that military presence. This note was issued under those conditions, circulating in a small, isolated territory dependent on a foreign lifeline that would be withdrawn by 1920.
When Allied forces evacuated, the regional government collapsed within months. Notes of this series were rendered worthless almost immediately, which paradoxically aids survival rates — many were simply pocketed as souvenirs rather than spent.
