The Don Cossack Military Government (Vsevelikoye Voysko Donskoye) issued this note during one of the more volatile stretches of the southern Russian Civil War — 1919 saw the White forces under Denikin reach their maximum territorial extent before the Red Army reversed the tide by autumn. The Don government was printing its own scrip in Novocherkassk throughout this period, independent of Denikin's AFSR currency, which created parallel circulation problems across the Don Oblast.
The handstamp security feature reflects the improvised nature of local wartime production rather than any sophisticated anti-counterfeiting program. Novocherkassk fell to Bolshevik forces in January 1920, effectively ending this currency's issuing authority within months of this note's production.
