The sheer number of catalogued signature and watermark combinations for this single issue reflects the chaotic state of Soviet note production in 1919. The RSFSR was printing money under extreme pressure — the civil war was consuming resources faster than any coherent monetary policy could function — and multiple paper stocks from different mills were drawn into service simultaneously, each carrying its own watermark pattern. The "1000" horizontal, "1000" vertical, small stars, large stars, and lozenges watermarks are not variants introduced deliberately; they are the fingerprints of an improvised supply chain.
The incomplete German and French text on certain reverses, and the missing Arabic text and numeral on others, points to interrupted or abbreviated print runs rather than deliberate omission.
