Yemen's Central Bank has operated under extraordinary duress since the civil conflict intensified after 2014, and the 1000 Rial note became a flashpoint in that crisis. The Houthi-controlled Sana'a and the internationally recognized government in Aden each maintained competing monetary authorities, leading to disputes over authorized print runs, serial number ranges, and — critically — accusations of unauthorized overprinting and currency flooding used as a tool of economic warfare.

P#36 spans a long issue window, and notes from the later years of the series circulated in an economy experiencing severe inflation. The single watermark as the primary security feature left the note vulnerable to counterfeiting at a time when institutional oversight had largely collapsed.
