Banco Nacional Ultramarino was a Lisbon-based colonial bank chartered in 1864 specifically to manage currency and credit across Portugal's overseas territories. By 1909, it was issuing notes for multiple colonies simultaneously — the same Bradbury Wilkinson plates were often adapted across different territories with minimal modification, which makes precise attribution of specific P#28 printing runs to a single colony worth scrutinizing against the series prefix and overprint details.
Bradbury Wilkinson had by this date established a strong reputation for intaglio security printing, and their work for BNU was consistent with their broader Portuguese colonial contracts.
