The 1000 Piso entered this date range during one of the Philippines' more turbulent political stretches — spanning the tail end of Ramos, the entirety of Estrada's abbreviated presidency, and the early months of Macapagal-Arroyo's term following the January 2001 EDSA III uprising. The signature combinations consequently make this a useful documentary record of executive turnover. Estrada was removed from office in January 2001 after mass protests and a Supreme Court declaration of constitutional vacancy, which is why Macapagal-Arroyo signatures appear on notes dated the same year.

The absence of a security thread — standard on earlier issues of this denomination — distinguishes this from later upgrades to the series. The watermark-only security profile reflects the transitional specification before BSP moved toward multi-feature substrate upgrades in the early 2000s.
