Argentina's military junta, which had seized power in March 1976, used the 1978 World Cup as a calculated propaganda exercise — hosting the tournament while simultaneously disappearing thousands of political opponents. These coins were issued as part of that broader image campaign. Several European teams faced serious pressure from human rights organizations to boycott the tournament entirely.
The Netherlands, runners-up to Argentina in the final, had players who publicly refused to attend the post-match ceremony.
