Western Sahara has no functioning government with recognized minting authority — the territory has been administered by Morocco since 1976, following Spain's withdrawal and the collapse of the short-lived SADR administration. These "issues" were produced by private minting operations, typically in Europe, exploiting the territory's name for the commemorative and novelty coin market. No legal tender infrastructure exists to back them.
Sir Rowland Hill introduced uniform penny postage in Britain in 1840, and the first adhesive postage stamp — the Penny Black — followed that May.
