Western Sahara has no functioning government with minting authority — the territory has been administered by Morocco since 1976 following Spain's withdrawal, with the Polisario Front claiming a government-in-exile recognized by some states but controlling no monetary infrastructure. These "issues" are produced entirely for the collector market by private licensing firms, bearing the name of a non-issuing entity. KM#57 exists because the territory's ambiguous sovereignty makes it legally convenient for third-party minters to assign it coin attribution without meaningful oversight.
