Western Sahara has no functioning government mint, no independent currency, and no legal tender framework recognized under international law — the territory has been administered by Morocco since 1975 following Spain's withdrawal. These "issues" are licensing products produced for the collector market by external minting operations, bearing the name of a non-sovereign entity specifically because it carries no regulatory obligations.

Humboldt's South American expeditions ran from 1799 to 1804, conducted largely through Spanish colonial territories that would become independent republics within two decades of his visit.
