Banco da China did not issue notes in Macau until 1995, when a second bank of issue was licensed alongside the long-established Banco Nacional Ultramarino. The arrangement was politically deliberate — with the 1999 handover to China approaching, Beijing wanted its own institution present in the territory's currency framework before the transfer. The high denomination made the Bank of China's entry into the market immediately visible.

Pick 95 belongs to the series that ran through the handover itself, remaining valid under the Macau Special Administrative Region. Notes from the late issues in this run occasionally show slightly heavier ink saturation on the serial numbering — a minor production variation, not an error type.
