Mauritania's ouguiya is one of the few currencies in the world not denominated in decimal units — it divides into 5 khoums, a structure rooted in the old West African khamassi system rather than the colonial franc. The 1000 Ouguiya was the highest denomination in regular circulation during this issue, a practical necessity in a country where the ouguiya had lost significant ground to inflation since its introduction in 1973.

Giesecke & Devrient had supplied Mauritanian banknote production since the earliest series. The P#13 issue represents a modest security upgrade over its predecessors, though the thread and watermark specification remained conservative by contemporary G&D standards.
