Mauritania's currency only came into existence in 1973, when the ouguiya replaced the CFA franc at a rate of 5 ouguiya to 1 franc — a deliberate break from the colonial monetary framework that had persisted through independence in 1960. The 1000 ouguiya was the highest denomination in the inaugural series, and Thomas De La Rue printed the complete set from London throughout this formative period.

Pick 3C represents one of the later date varieties within this short-lived run, distinguished by signature combinations reflecting staff changes at the Banque Centrale during those years. The watermark is the sole mechanical security feature — modest by later standards, but consistent with what most West African central banks were specifying from De La Rue at the time.
