Turkmenistan's commemorative gold program in the mid-2000s operated under the direct patronage of President Saparmurat Niyazov — Turkmenbashi — whose personality cult shaped every aspect of state production, including coinage. The 60th anniversary of Soviet victory in the Great Patriotic War was a mandatory commemorative event across the former Soviet republics in 2005, and Turkmenistan's participation was as much political obligation as historical observance.
