Turkmenistan's 1991 declaration of independence came almost automatically — the republic's Supreme Soviet voted for sovereignty in October of that year, less than two months before the USSR formally dissolved. Saparmurat Niyazov, the former First Secretary of the Turkmen Communist Party, simply transitioned into the presidency and eventually styled himself Türkmenbaşy, Father of all Turkmen. The tenth anniversary issue commemorates a national founding inseparable from one man's cult of personality at its peak.
