| Reverse lettering | UREDBA O ZAJMU NARODNOG OSLOBOĐENJA Čl. 1) Na temelju Uredbe o zajmu narodnog oslobođenja Antifašističkog vijeća narodnog oslobođenja Jugoslavije od 15. siječnja 1943. g., Zemaljsko antifašističko vijeće narodnog oslobođenja Hrvatske raspisuje ZAJAM NARODNOG OSLOBOĐENJA u iznosu od 100,000.000 Lit. (sto milijuna lira), za potrebe Narodnooslobodilačke vojske i Partizanskih odreda Hrvatske i za sela uništena od okupatora, ustaša i četnika. Čl. 2) ZAJAM NARODNOG OSLOBOĐENJA raspisuje se na deset godina uz kamate od tri od sto. Čl. 3) Kamati će se isplaćivati dva puta godišnje i to svakog prvog lipnja i prvog prosinca. svake godine kod Zemaljskog antifašističko vijeća narodnog oslobođenja Hrvatske ili gdje ono to bude odredilo. ZAVNOH — the regional anti-fascist council for Croatia — issued this note in 1943 as a wartime parallel currency, asserting administrative authority over liberated territories while fighting was still ongoing. The council had no bank, no treasury infrastructure in any conventional sense, and no printing facilities to speak of; these notes were produced under partisan conditions, which is precisely why surviving examples often show uneven inking, rough paper, and irregular cutting.
Vladimir Nazor, whose signature appears as president, was one of Croatia's most celebrated poets — a literary figure in his seventies who had crossed into partisan territory in early 1943, a defection from the Italian-occupied coast that carried enormous propaganda weight for the movement.
