Bulgaria's wartime finances were in serious trouble by 1918 — the country had been fighting continuously since 1912, and by the armistice in September of that year the economy was effectively broken. This 1000 Leva Zlatni ("gold leva") note was prepared by Giesecke & Devrient in Leipzig but never released into circulation, almost certainly because the denomination was intended for a monetary stability that never materialized.
The "zlatni" designation is the telling detail: it implies convertibility to gold at a moment when Bulgaria had none to spare. Issuing it would have been a fiction the market would have seen through immediately.
