The General Directorate of State and State-Guaranteed Debts — an institution better suited to managing bond portfolios than printing currency — became an emergency issuer as Bulgaria's conventional banking infrastructure buckled under postwar occupation and rapid political transition. These 1945 high-denomination notes were circulating during the period when the Fatherland Front government, backed by Soviet forces, was consolidating control and the lev was hemorrhaging value at a rate that made four-digit denominations a practical necessity rather than a prestige issue.
