Bulgaria emerged from World War One on the losing side, stripped of territory by the 1919 Treaty of Neuilly-sur-Seine and burdened with a reparations bill of 2.25 billion gold francs. The 1000 Leva note appeared in this climate of fiscal collapse, when the state was printing heavily to cover debts it had no other means to service. Inflation through the early 1920s was severe enough to render even high-denomination notes functionally modest within a few years of issue.
