Zambia's late-1990s commemorative program was among the most prolific and commercially aggressive on the continent, producing dozens of themed silver issues annually for the collector export market rather than domestic circulation. These pieces were struck under contract and sold wholesale to international distributors — the Bank of Zambia's involvement was largely nominal, a licensing arrangement that generated foreign currency revenue.

KM#109 is one of several Sydney Olympics issues Zambia released in 1999, a practice common among smaller nations with no athletic connection to the games whatsoever.
