The kuna was revived as Croatia's currency unit by the Ustaše regime in 1941 — a deliberate historical reference to the medieval fur-trade denomination, and a pointed rejection of the Yugoslav dinar. By 1943, with the NDH's finances under severe strain from occupation costs and partisan warfare, notes of this denomination were being issued in quantities that accelerated rather than stabilized inflation.

Giesecke & Devrient handled the print run from Germany, as they did for several NDH issues. Vladimir Kirin, a genuinely accomplished graphic artist outside of this commission, designed across the series.
