Laos adopted a commemorative coinage program in the 1990s almost entirely aimed at the collector export market — these pieces circulated nowhere and were sold through distributors in Europe and Asia to fund hard currency reserves. The 1000 Kip denomination itself far exceeded any real purchasing power parity at the time of issue, a transparent fiction that satisfies legal tender formalities without pretending otherwise.
The gilt application on silver issues from this program was applied post-strike, selectively, to highlight specific design elements — a finishing step contracted out rather than performed at the issuing facility.
