Paraguay has no Olympic tradition to speak of — the country had never won a gold medal at the time of issue, and its athletes rarely advance past early rounds. The coin exists because the 2016 Rio Games generated an enormous licensed commemorative market across Latin America, with mints and government treasuries from Montevideo to Asunción producing gold issues that had more to do with seigniorage than national pride.
KM#219 is a low-mintage piece largely because demand was modest from the start.
