Chinese municipal grain rations (粮票, liángpiào) were a product of the planned economy's household registration system, which tied food entitlements to a specific locality. By 1992, national grain rationing had effectively collapsed — the State Council formally abolished the national grain coupon system in 1993 — making this Zhangjiakou issue one of the last gasps of a bureaucratic infrastructure that had operated continuously since 1955.
Municipal-level stamps printed this late are noticeably scarcer than provincial issues, as quantities were small and few were retained after local rationing ended.
