This is a fantasy or novelty note — France issued no paper franc-denominated banknotes after the euro changeover in 2002, and the Banque de France certainly issued nothing under the title "Royaume de France." Franck Medina is known for producing collectible fantasy notes, legal fictions designed for the gift and novelty market rather than circulation, with no monetary status whatsoever.

Worth cataloging as a specimen of the genre, not as currency.
