The Bank of Central African States — the BEAC — serves six member nations whose shared CFA franc has been pegged to the euro since 1999, before that to the French franc at a fixed rate unchanged from 1948. Bullion issues like this one fall well outside the BEAC's normal mandate, which makes their appearance in the modern commemorative market an odd institutional footnote. The five-nines gold purity is a marketing-tier specification, rarer in practice than the spot premium it commands suggests.
