Kaliningrad is a Russian exclave on the Baltic — physically separated from Russia by Lithuania and Belarus, formerly the Prussian city of Königsberg until Soviet annexation in 1945. Its inclusion on a Cameroonian commemorative is the work of the broader Central African CFA franc collector coin program, which has issued hundreds of topographic and historical subjects with no geographic connection to Cameroon whatsoever. The issuing authority is nominal; these coins are produced for the European collector market by private minting firms under licensing arrangements.

Königsberg was the city where Kant spent his entire life and where Prussian kings were crowned — a detail that gives the subject more historical weight than most entries in this series.
