The Caisse Centrale de la France Libre was established by de Gaulle's Free French administration in 1941 specifically to fund operations and assert financial independence from Vichy. Notes of this series circulated primarily in Free French territories — the Levant, Equatorial Africa, and parts of the Pacific — rather than metropolitan France, which remained under Vichy's Banque de France.

Edmund Dulac, the Franco-British illustrator best known for his Orientalist book illustrations, designed this series while living in London. Bradbury Wilkinson's engravers translated his work into intaglio with considerable fidelity. The 1000 Francs is the highest denomination of the original 1941 issue, and genuinely scarce — production runs were limited by both wartime logistics and the narrow geographic scope of intended circulation.
