Chad issued a series of silver pieces in the late 1990s under licensing arrangements common to landlocked African states with no meaningful domestic numismatic tradition — the coins were never intended for circulation and were produced entirely for the collector export market. The Chichen Itza piece is part of that run, almost certainly struck at a European private mint rather than any facility on the continent.

Chichen Itza itself was designated a UNESCO World Heritage Site in 1988, which drove a decade-long wave of commemorative issues from unrelated sovereignties cashing in on the recognition.
