The Central Bank of West African States — the BCEAO — issued this piece under the authority of Guinea-Bissau, one of the smaller and more economically marginal members of the West African Economic and Monetary Union. Guinea-Bissau had only joined the CFA franc zone in 1997, following decades of monetary instability after independence from Portugal. The two-year lead time before the 2006 FIFA World Cup in Germany was deliberate: the collector market for World Cup silver issues peaks well before the tournament itself.
