The BCEAO issues coins like this one — legal tender of member states including Senegal, Côte d'Ivoire, and Mali — almost entirely for the international collector market, with no meaningful circulation in the issuing countries. The CFA franc zone itself operates under monetary agreements with France, and the BCEAO's numismatic program generates hard currency revenue precisely because the coins never circulate at face value.
