Ivory Coast's commemorative franc CFA issues of the late 2000s were produced under a licensing arrangement that had little to do with Ivorian monetary policy — the coins were designed, struck, and marketed almost entirely for the European collector market, with the issuing authority providing legal tender status in name only. The "Preussen" subject places this squarely in a German-themed series aimed at Prussian history enthusiasts.
