Ivory Coast's commemorative silver program in the mid-2000s was operated largely through external licensing arrangements, with designs and distribution handled by European minting and marketing firms rather than the Banque Centrale des États de l'Afrique de l'Ouest directly. This particular Picasso issue was part of a broader wave of West African CFA-denominated silver coins produced almost entirely for the collector export market — none were intended for, or saw, domestic circulation.
Picasso died in 1973, and rights to his image and name remain tightly controlled by the Picasso Administration, making any official licensing agreement a precondition for this type of issue.
