Benin's 1990s silver issues were produced under licensing arrangements common to small Francophone African states with no meaningful domestic minting infrastructure — the physical coins were struck in Europe, typically Belgium or Germany, and sold almost entirely into the collector market rather than circulating in any practical sense. The CFA franc itself was pegged to the French franc at a fixed rate maintained by the French Treasury, meaning Benin had no independent monetary policy to speak of and these nominally domestic issues carried the CFA denomination largely as a legal formality.

Mintage figures for this series are poorly documented in the primary literature, which accounts for the variance between KM and Schön catalog references.
