Benin's commemorative franc CFA issues of the 2010s were largely produced by the Berne-based Coin Invest Trust and similar European minting houses under licensing arrangements — the coins having no practical circulation function and targeting the collector market almost exclusively. The Republic of Benin, like several other small West African franc zone members, leveraged its nominal issuing authority to generate foreign currency revenue through novelty coinage, a practice that drew quiet criticism from BCEAO, the regional central bank overseeing the CFA franc zone.
