The spotted seahorse (Hippocampus guttulatus) is native to the northeastern Atlantic and Mediterranean — nowhere near Gabon. Its appearance on a Gabonese issue reflects the now-familiar pattern of ANACS- and NGC-friendly bullion releases from Central African franc zone states, where the issuing authority lends its name to coins designed and marketed entirely for the European and Asian collector trade.
