The "Heart of Chechnya" mosque in Grozny, formally named after Akhmad Kadyrov, was completed in 2008 and funded substantially through the Chechen regional government under Ramzan Kadyrov. Its appearance on a Central African franc issue reflects the broader market for sovereign mint programs selling commemorative licenses to foreign subjects — the Bank of Central African States has no political or historical connection to Chechnya whatsoever.
These collector-targeted issues from BEAC circulated almost exclusively through European and Asian numismatic distributors, never reaching Central African commerce.
