The Republic of the Congo — not to be confused with the neighboring Democratic Republic — was in the midst of a brutal civil war in 1997, with fighting in Brazzaville reducing parts of the capital to rubble between June and October of that year. Coins of this type were never intended for domestic circulation. They were produced for the international collector market, a revenue strategy common among smaller Francophone African states whose CFA franc obligations left little room for independent monetary maneuver.
