The République du Congo — not to be confused with the larger Democratic Republic of Congo — issued a run of FIFA World Cup commemoratives ahead of France '98 largely as a foreign-exchange revenue exercise, sold directly to collectors outside Africa rather than circulated domestically. The Central African CFA franc zone permitted member states considerable latitude in issuing collector coinage provided it didn't interfere with monetary operations, and Congo exploited this aggressively through the 1990s.
KM#39 is one of several denominations in the series. Most reached collectors through European distributors.
