The Republic of the Congo issued this coin ahead of France '98, one of several Francophone African nations that flooded the commemorative market through licensed arrangements with the Monnaie de Paris and various private minting intermediaries during the 1990s. These issues were produced commercially for collector sale rather than domestic circulation — the CFA franc zone had no practical use for a 1000-franc silver piece in everyday trade.
FIFA actively licensed its marks to issuing authorities throughout this period, generating revenue while smaller nations gained hard currency through bullion coin sales. The arrangement was entirely transactional.
