Togo's CFA franc coinage has been issued under the authority of the BCEAO — the West African central bank — since 1962, but collector issues like this one were almost certainly produced under licensing arrangements that had little to do with Togo's government directly. By the early 2000s, a cottage industry of Pacific and African-attributed silver commemoratives had taken hold, with mints in Europe producing wildlife-themed issues nominally assigned to small issuing states that rarely handled the coins at all. KM#106 sits squarely in that tradition.
