The Frauenkirche in Dresden was deliberately left as a ruin by East German authorities after World War II — a calculated monument to Allied bombing rather than a restoration project. Reconstruction only began after reunification, funded almost entirely by private donations including substantial contributions from Britain and the United States, and was completed in 2005. The Bank of Central African States has no geographic or historical connection to the structure; these fractional gold issues are produced squarely for the bullion collector market.
