The Chinese Panda bullion format — annual design rotations, high-relief strikes, fractional gold weights — originated with the People's Bank of China in 1982 and has since been widely licensed or imitated by third-party mints producing issues for smaller sovereign states. Gabon's CFA franc is pegged to the euro through the franc zone arrangement administered by the Banque des États de l'Afrique Centrale, making this a fully legal-tender denomination struck almost entirely for the collector and investor market rather than domestic circulation.
